About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W262AA US ARMY COMBAT CAPABILITIES DEV CMD. Serve as Intelligence Specialist (Intelligence & Threat Support) performing in support of the US Army Research Laboratory (ARL).

Duties

Perform Scientific and Technical Intelligence duties involving the expert knowledge of technical intelligence requirements, the exploitation processes, techniques, procedures, and the compliance with current regulatory guidelines. Develops plans, policies, methodologies, programs and procedures to identify, initiate, provide timely and accurate all-source foreign scientific and technical intelligence support. Primary intelligence analyst to ARL-APG scientists and engineers in accordance with AR 381-11, Intelligence Support to Capability Development. Keep abreast of technical developments by maintaining communication with the technical directorates. Prepare clear, concise written regulations, supplements, assessments, briefings, and oral presentations for ARL, the command and high-ranking officials from within and outside the organization. Serve as the Foreign Intelligence Officer (FIO) and senior intelligence analyst, provide guidance, mentoring, training, and coordinate work assignments to junior-level Intelligence Specialist and junior-level scientists and engineers. Process requests for CI threat products to appropriate agency. Research and identify threats to ARL systems and disseminate. Execute the Army Foreign Materiel Activities, to include acquisition and exploitation, IAW AR 381-26, Army Foreign Materiel Activities. Brief technical staff on future foreign materiel programs. Provide guidance and coordinate the acquisition and/or exploitation of foreign materiel to support current technology and research programs. Facilitate the development and submission of Intelligence Community proposals for customer-funded acquisition and exploitation national-level projects. Identify intelligence gaps in finished intelligence and prepare Intelligence Production Requirements (IPRs) designed to generate national level intelligence collection and production. Manage requests for information (RFIs) or source-directed requirements (SDRs) and review intelligence information report (IIR) and submit IIR evaluations. Support Special Security Office in processing SCI clearances to include passing clearances in appropriate databases, processing nominations, processing indoctrination assist requests and providing OCONUS travel pre-briefings and de-briefings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. In order to qualify, your resume must demonstrate one year or more of specialized experience that demonstrates a practical knowledge of intelligence threat support processes and implications as demonstrated by performance in a combination of the following: (1) reviewing, analyzing, or evaluating large sets of classified or open source all-source intelligence; (2) conducting trend analysis to identify relevant intelligence to develop reports, briefings, and/or white papers; and/or, (3) assess current and projected threat capabilities to produce threat documents or portions of intelligence reports, documents, briefings, and/or instructions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
