About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER.
Duties
Serve as the Directorate of Intelligence and Security (DOIS) expert within the functional area of Modeling and Simulations and threat integration in support of Army modeling and simulations Management Program activities.
Perform a broad range of immediate and long-range, self-initiated staff-level projects and acts in an advisory role on technical aspects of threat Modeling and Simulations to the AFC leadership.
Develop policy, provide guidance on and monitor the implementation of technical aspects of threat integration into Army Modeling and Simulations activities across analysis, experimentation, and testing.
Review and provide feedback on threat Modeling and Simulations requirements. Develop input to regulations and directives addressing the function of threat in Modeling and Simulations.
Develop, interpret, and negotiate on broad Army and DoD policies and procedures impacting the representation of threat in Modeling and Simulations.
Represent AFC in the formulation, preparation, negotiation, and consideration of threat in Modeling and Simulations programs at committees and group meetings at agency, command, and joint service levels.
Advise and consult with higher level officials on complex Modeling and Simulations projects and programs; provide solutions and recommendations for action.
Brief command level officials on emerging results within program area and recommend actions to further develop and improve Modeling and Simulations threat integration guidance.
Manage short, mid, and long-range threat components of Modeling and Simulations architectures projects. Establish long-range threat Modeling and Simulations concept development plans and policies.
Apply objective, analytical and orderly thinking, supported by relevant research tools, to the analysis of technical requirements of Modeling and Simulations of threat systems.
Prepare prioritized recommendations for development of or improvements to threat models and behaviors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Two year trial/probationary period may be required.

Specialized experience: To qualify, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of intelligence surveillance and reconnaissance (ISR) and threat modeling and simulation (M&S) modernization and integration efforts as demonstrated by experience providing guidance and assistance regarding threat integration within M&S program/project efforts; and, advising on matters pertaining to the development and use of threat scenarios, models, and simulations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis and/or modeling and simulations entity, sensors, and platforms development. This experience should have included intelligence analysis and/or production, and/or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of modeling processes, simulation systems; Knowledge of and/or ability to use research tools such authoritative DoD intelligence database holdings, parametric data, DIA threat modules, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data for use in development of threat models, entities, sensor and platforms.
