The primary purpose of this position is to serve in a headquarters senior program analyst, project manager, technical authority, and lead project facilitator for Air Force-wide Defense Planning Guidance (DPG) Analysis, Support for Strategic Analysis (SSA), Contingency Operations and Wartime/Contingency Program/Utility development initiatives, studies, and projects.

Duties

Subject Matter Expert Air Force wide for Total Force Assessments/Analysis. The incumbent is an authoritative manpower expert in the evaluation and analysis of National Security Strategy, National Military Strategy, DPG, SSA, DOD and Joint Staff level planning guidance and serves as a key liaison with OSD/CAPE, SAF, AF/A5, AF/A8, and AF/A9. Program Administrator and Subject Matter Expert for the development of Automated Wartime Manpower Analysis Tools. With no written guidance or directives develops utilities and programs that integrate and evaluate Department of Defense (DOD), HHQ USAF, AFMAA, and Wartime Analytics Division objectives. Serves as Air Force point-of-contact for assigned current and projected workload and manages wartime total force assessments/analysis studies by responding to Department of Defense (DoD), Combatant Command, HQ USAF functional requests, planning projects, monitoring engineering team performance and products, and presenting briefings. Position performs as total force wartime/contingency assessment/analysis Subject Matter Expert (SME) on all aspects of projects/studied completed by AFMAA, MAJCOMs, and subordinate squadrons. Conducts TF wartime manpower studies, wartime organization analysis, and resource management studies. Researches, interprets, analyzes, and applies process improvement methodologies, management engineering, and project management expertise, and develops goals and objectives that integrate Department of Defense (DoD), Enterprise Process Improvement Council (EPIC), HHQ USAF, AFMAA, and Wartime Analytics Division decisions, major mission, operational plans, and objectives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in manpower programs. Mastery knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy, to include knowledge of wartime manpower determinant development/analysis processes to meet agency requirements. Must have in depth knowledge of Deliberate and Crisis Actions Planning and Execution Segments (DCAPES), Manpower and Equipment Force Packaging System. 2. Extensive knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input or study support to DOD, Combatant Commands, HQ USAF, and MAJCOMs and staff. 3. Expert knowledge of Office of Secretary of Defense (OSD) Defense Programming and Planning Guidance (DPPG), OSD Defense Planning Guidance (DPG), OSD Defense Planning Integrated Security Construct scenarios, Air Force Planning and Programming Guidance (APPG), Joint & AF Operational Planning, and Air Force Concepts of Operations (CONOPS), long range DOD and AF doctrine, joint vision, and strategic planning goals and objectives and of agency missions, goals, and objectives, and sequence and timing of operations such as deployment and mobilization, sufficient to fully understand wartime, as well as peacetime, manpower policies. 4. Skill in communicating with others in a courteous, tactful and diplomatic manner to enlist cooperation in completing assigned tasks. 5. Expert ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through supervisors/study leads, and analyze plan, and adjust work operations to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Proficiency in Microsoft Access and experienced in VBA code development is highly desirable at time of appointment and critical to the successful completion of the work. Expert skills in model development, Visual Basics, Microsoft Access and related software.
