You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Non-Nuclear Audit Branch (Code 136.1), Engineering and Analysis Division, Quality Assurance Office of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will maintain records of data supporting audit findings and analyze results of successive audits to develop trends in quality assurance. You will conduct planned and ad hoc audits of shipyard functions or work packages related to the ultimate quality and reliability of products. You will assemble procedures and specifications, develop audit plans and schedules, report on audits, establish responsibilities for corrective actions, and report status of all related actions. You will perform and aid in administering NAVSEA special emphasis program audits (Submarine Safety, Scope of Certification, and Fly-by Wire).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting planned and on the spot audits of shipyard functions and/or work packages related to the quality and reliability of products. Experience utilizing knowledge of Quality Assurance principles and practices, production management, inspection, and quality control processes to evaluate work, material, and methods. Experience assembling procedures and specifications, developing audit plans and schedules, reporting on audits, establishing responsibilities for corrective actions, and reporting status of all related actions. Experience reporting and discussing audit findings with all levels of shipyard personnel and management and reviewing audit-finding replies. Experience performing audits within NAVSEA criteria to maintain the Submarine Safety Certification Program (SUBSAFE) and ship readiness. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-1910-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to such a degree
or
Possession LL.M., if related to position being filled

GS-1910-09:
Successful completion of a Master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a degree
or
Possession LL.B. or J.D., if related
