You will serve as a Quality Assurance Specialist (Metrology) in the Electrical Shop, Production Resources Department, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will serve as QA surveillance and quality assessment program manager of the Metrology and Calibration (METCAL) program. You will develop surveillance inspection plans based on NAVSEA-mandated and Shipyard-developed quality programs and recommend policy changes and program improvements to management. You will develop and implement integrated quality data collection systems, review data and management input to direct surveillance program efforts, and issue quarterly schedule requirements. You will analyze results of surveillances and issue reports that assess performance in critical processes and highlight significant problem areas for management action. You will investigate the causes of rework and recommend appropriate action to reduce or prevent recurrence of deficiencies or quality problems.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with quality principles and practices, calibration methodology, inspection and quality control processes. Experience with NAVSEA requirements and operating procedures related to metrology and calibration functions. Experience interpreting calibration requirements, technical data, product specifications, drawings, policy statements and other guidelines in order to identify the characteristics to ensure quality. Experience leading failure analysis investigations to determine the cause of quality problems and recommend preventive actions.
