Duties
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.
Performs directorate wide analysis and reviews directorate work methods and operations with a view toward improvements.
Provides technical advice to staff members in determining courses of action on various administrative and financial matters and identification of desirable financial management data and analysis.
Independently conducts directorate wide reviews of broad scope and participates as a team member on highly complex reviews involving other organizations or sites.
Works directly with the Director and Deputy Directors of Civilian Pay Operations performing duties which include project management and directorate wide communications.
Provides technical advice and assistance to management and program officials in areas of broad scope and mission impact where potentially controversial recommendations are made to resolve highly complex problems.
Provides technical advice related to staffing and budget requirements for the directorate.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for the GS-11 level or GS-11 for the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for the GS-11 level is defined as: assisting in the performance of data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; providing financial management reccomendations to Civilian Pay leadership in order to assist with the organization's core mission.
Specialized experience for the GS-12 level is defined as: performing extensive data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; and compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and Civilian Pay operational policies and procedures.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
