This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Real Estate Services, in Albuquerque, New Mexico. You will serve as an advisor to the supervisor concerning the implementation and management of the program. This is a Bargaining Unit position, for more information see What are bargaining units?

Duties

Serve as an advisor to the supervisor concerning the implementation and management of the real estate services program. Analyzes historical transactions and records to collect ownership records (Title Status Report), locations, encumbrances, historical use, and land consolidation plans. Consults beneficiaries/lessees/other landowners and interested parties associated with contracting and/or conveyance activities. Performs on-site inspections for compliance and field investigations involving, i.e., trespasses, encroachments, and natural resource damages. Recommends alternatives/solutions to land title problems.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170.) GS-11: one year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience that include oversight of trust and restricted property; protecting the highest degree of all aspects of contracting, leasing and compliance of trust resources, conveyance, and maintaining the overall effectiveness of the trust services; performing on-site inspections for compliance; recommend corrective action or changes needed; analyze transactions including applications, land descriptions, appraisals, National Environmental Policy Act (NEPA), Title Status Report (TSR), and other clearances, to ensure compliance; consult with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related GS-12: one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience that includes oversight and management of acquisition and disposal, trust and restricted property; management of Indian trust assets, performing on-site inspections for compliance; recommending corrective action or modifications needed; analyzing transactions including applications, land descriptions, appraisals, National Environmental Policy Act (NEPA), Title Status Report (TSR), and other clearances to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties on the process associated with conveyance activities; provides guidance and technical assistance to lower grade realty personnel in the areas of real estate services and completion of work; understanding real estate to interpret and apply federal, state, tribal and local regulations and laws that govern trust assets, applies law and regulations in management of trust assets. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. The full performance level of this position is GS-12. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
