This position is located with the Bureau of Indian Affairs, Superintendent, Southern Pueblos Agency in Albuquerque, New Mexico to plan, organize, and develop practices and procedures for the execution of Federal Indian real estate services. NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS OR RELOCATION BONUS MAY BE AUTHORIZED PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Responsible for planning, organizing, and developing the administrative practices and procedures for the execution of trust real estate services. Plans, develops, and implements a trust real estate services program to accomplish the timely and efficient processing of applications. Serves as the Agency advisor in the field of Indian trust real estate management. Consults with program staff and formulates appropriate directives and methods to be utilized in trust real estate management. Provide technical assistance in areas of real estate management and decision-making activities.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Position for Realty Series, 1170). GS-12: one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience that included the acquisition of real property, management of real property in the administration of federally owned, Indian-owned or leased space or property, preparation for disposal, or disposal of real property requiring a knowledge of real estate laws, principles, practices, and markets. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
