About the Position: Serve as the personnel and human capital management advisor providing comprehensive business and military human resources management support.

Duties

This is a developmental position being filled at the GS-09, GS-11, or GS-12 levels. The full performance GS-12 level of this position entails the following duties: Serve as key advisor administering personnel and human capital management programs. Manage, track, and utilize various military and civilian. Provide technical advice and guidance on human resources programs. Recommend adjustments to policies, programs, projects, or studies to resolve problems or improve operations and efficiencies. Develop and monitor command operational and human resources reports.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Level: Specialized Experience: One year of specialized experience which includes (1) Utilize automated personnel systems to access and retrieve data or file, such as Employee Management, Processing, and Recruiting System, Defense Civilian Personnel Data System, Automated Nature of Action, or Fully Automated System for Classification; (2) Evaluate the effectiveness, efficiency, or productivity of administrative or operations programs; (3) Interpret and apply military or civilian personnel policies, procedures, and regulations; and (4) Analyze human resources data to prepare information papers or staff reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Level: Specialized Experience: One year of specialized experience which includes (1) Manage civilian work force to budget, organizational structure, or strategic long-range plans; (2) Provide technical advice or guidance on manpower, staffing, or position career patterns; (3) Utilize automated personnel systems to access or to run programs and retrieve data or files such as Employee Management, Processing, and Recruiting System, Defense Civilian Personnel Data System, Automated Nature of Action, or Fully Automated System for Classification; and (4) Develop operational reports, such as installation status, performance assessment review, or strength to facilitate management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
