The primary purpose of this position is to serve as the Command Efficiency Officer for the Air Force Office of Special Investigations (AFOSI). Responsible for organizing, leading, training, equipping, and assessing the agencies Command Efficiency program. Duties

Independently conducts, leads, plans, organizes, trains, equips, and compressive evaluations of the activities of the Command efficiency program ensuring the compliance with legal and regulatory requirements and meet customers' needs at all levels of the Command. Designs, manages, and executes AFOSI's Command Efficiency Program designed specifically for AFOSI criminal investigators, analysis, and support staff to increase job performance, to enhance operational resilience associated with extremely challenging high threat/high-risk duties and to promote the development of self-improvement efforts through learned efficiency processes and in coordination with the command efficiency program when needed. Oversees the completion of special staff studies used in the formulation of AFOSI policy on vital command issues concerned with new or future Efficiency Programs. Independently conducts and/or leads comprehensive evaluations of AFOSI command matters, i.e., programs, functions, activities, and their end results, exercising a comprehensive knowledge of AFOSI's national programs, goals, objectives and senior management's desires and intents for the mission.

  • Must be able to obtain and maintain a TOP SECRET Security Clearance. This position is critical sensitive requiring employee to obtain and maintain TS/SCI clearance.
  • The employee may be required to work overtime.
  • The incumbent is expected to adhere to the standards of professional conduct for AFOSI personnel as outlined in applicable AFOSI directives and standards.
  • Will be required to travel by military and commercial air to conferences, meetings, and other functions away from the normal duty station.
  • Will be required to travel by military or commercial air to other countries world-wide, including (on rare occasion) combat zones or locations of political or military unrest.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by employees in sensitive positions present a clear threat (cont'd)
  • (cont'd) to the mission of the Air Force, national security, and public safety. It is required you refrain from the use of illegal drugs and as required submit to urinalysis testing.
  • A master’s degree in any field of study from and accredited university is highly desired.
  • 15 years of operational experience, with expert knowledge in all areas of the AFOSI operational portfolio. This experience can be at the field and Head Quarters (HQ) levels, or a combination of both. Active-duty experience is highly desired.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge, at a mastery level, of the laws, regulations, advanced principles and concepts, techniques, and legal processes and approaches related to investigative and enforcement work or military operations. Expert Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, the timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of the rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related criminal investigative and law enforcement matters. Knowledge of relationships between and among Federal, state, and local law enforcement agencies and their functions and jurisdictions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge, at a mastery level, of the laws, regulations, advanced principles and concepts, techniques, and legal processes and approaches related to investigative and enforcement work or military operations. Expert knowledge of the rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related criminal investigative and law enforcement matters. Knowledge of relationships between and among Federal, state, and local law enforcement agencies and their functions and jurisdictions. Skill to influence the development and modification of significant policies or programs. Extensive skill in the application of efficacy theory and process based on expert knowledge in the resolution of complex organizational, operational, and investigative problems and the application of efficiency theory and principles to improve the quality and effectives of special agent operations. Extensive skills in interpersonal relations, working well with others, and communicating effectively both orally and in writing to all organizational levels, including senior military leadership inside and outside AFOSI, influential individuals from other federal, state, as well as various local law enforcement and intelligence agencies. Expert ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations; Ability evaluate the effectiveness of various techniques and advise military/civilian law enforcement in the advantages and effectiveness of various applied efficiency solutions using the most effect and empirically validated methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
