Duties
This Program Manager position is located Operations Support (OS), Requirements & Capabilities Analysis (RCA), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Leads the technical development solutions and assessments in coordination with testing, evaluation efforts to define the innovation process and implementation elements for TSA. Manages technology systems used to perform current daily functions and future technology system designs in order to enhance operational capabilities and efficiency performing.
Manages short and long range planning activities and the integration of operations activities. Develops strategic and tactical plans and implementation with operations and training organizations. Collaborates with operation and training subject matter experts on integration of on-going activities with the division's initiatives and transition of findings back to the program offices.
Manages the life cycle of the Innovation Task Force (ITF) responsibilities for all check points and checked baggage innovation. Represents the organization at technical forums, conferences, and delegations. Provides briefings and updates to RCA senior executives on ITF program goals, objectives, milestones and accomplishments.
Oversees the day to day accuracy and detailed project status information to collaborate and advise senior staff on risk assessments, baseline performance, determining gaps and RCA strategic planning.
Supervisory/Managerial duties and oversight includes: strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of section and subordinates; approving leave; and taking or approving corrective/disciplinary actions.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Establishing program goals, objectives and metrics for determining when objectives have been met and making recommendations for actions when adjustments are necessary; AND
Leading the development and assessment of comprehensive technology systems that impact national transportation security; AND
Overseeing the development of cost benefits analysis and preparing cost estimates for systems technology.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
