This position is part of the, Council of Inspectors General Integrity Efficiency. The incumbent will be responsible for reviewing and analyzing budget estimates, financial plans, operating budgets, income and expense, and other financial data.
Duties
Represents the Operations team in meetings and working groups as an authority on the management of interagency agreements and financial policies.
Plans and manages financial management processes aimed at controlling the use of financial resources allocated to CIGIE.
Develops overall goals, objectives, plans, and priorities.
Adjusts, plans, and priorities in response to new requirements, policy or program changes, or other development.
Maintains financial and management internal controls in accordance with the OMB Circular A-123.
Reviews and approves travel authorizations and vouchers in accordance with CIGIE policies and Federal Travel Regulation.
Qualifications
At the GS-14 level, you must meet the following qualification: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position is: Uses planning, programming, budgeting and financial management techniques and their interrelationships, and the use of accounting and information systems in business line budgets. Formulates, justifies, and monitors funds and advises managers on matters affecting administration and performance goals. Uses project fund legislation, regulations, policies, practices, and procedures used to develop and interpret policies and procedures for controlling the use of funds for all expenses.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education substitution for the GS-14 level.
