About the Position: Provides assistance and advice to supervisors and managers in the planning, scheduling, analysis,evaluation, resourcing and reporting of manpower and organizational functions to include allocation,documentation and reporting requirements
Duties
Studies manpower programs submitted by Division Chiefs and consolidate them following prescribed formulas to assist in project/program developments
Compiles manpower resources and related material for briefings to groups of managers
Conducts organizational studies by interviewing operating and supervisory personnel and conducting research of efficiency and economy of operations
Administers directorate level programs such as incentive awards, honorary awards, and/or training program for assigned Directorate

This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-02 broadband with an advertised pay range from the lowest equivalent GS grade 05 Step 1 to the highest equivalent GS grade 11 step 10 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-02, Program Analyst is $45,146 to 107,590 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.

In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE:
One year of specialized experience equivalent to the NH-01/GS-04 grade level in the Federal service which includes: 1) Consults and coordinates with appropriate local or higher headquarters staff and management personnel to ensure that all interested activities are aware of administrative operations of the organization in order to schedule and execute long range programs; 2) Conduct studies related to manpower programs submitted by Division Chiefs and consolidate them following prescribed formulas to assist in project/program developments; 3) Research and interpret regulations, policies, and instructions to assure that Division Chiefs comply with requirements; OR
Successfully completed a full four-year course of study leading to a bachelor's degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.); OR
The general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).
