This position is located with Bonneville Power Administration in Imbalance Market Coordination (TORI) organization in Real Time Operations (TOR), System Operations (TO), Transmission Services (T).
A successful candidate in the Public Utilities Specialist (EIM Entity Scheduling Coordinator) position is responsible for the real-time efficient and reliable participation of the Bonneville Power Administration (BPA) in the Western Energy Imbalance Market under normal and abnormal system conditions.

As a Public Utilities Specialist (EIM Entity Scheduling Coordinator), you will:

- Must be a U.S. Citizen or National.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- This position has been designated as requiring a PUBLIC TRUST background.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Work is performed seven days per week, 365 days a year, in 12 Hour Rotating Shifts. Employees must be flexible and are subject to call-in to accommodate temporary increases in workload or absence of other employees.
- The work schedule requires quick shift changes and several days of work offset by several days off. The shift work may be a risk factor for individuals with certain health issues.
- This position requires obtaining and maintaining a NERC System Operator Certification within 60 days of employment.
- This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Market Function employees.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as experience 1) providing guidance pertaining to scheduling matters to ensure system reliability; 2) functioning as the technical resource contact for scheduling or operational processes and procedures; 3) reviewing planned transmission and/or generation outages for current and next day timeframes to ensure accurate data is available.
