You will serve as a Human Resources Officer (Satellite Manager), Civilian Human Resources Office (CHRO) at MARINE CORPS AIR STATION MIRAMAR (MCAS Miramar). You will act as the principle advisor to the Commanding Officer, MCAS Miramar on all Human Capital initiatives and CHR programs and functional areas affecting the installation. You will supervise the CHRO staff, ensure timely execution of HR programs and services and provide comprehensive strategic HR advisory services to Command leadership.
Duties
You will direct or through subordinate staff, work unusual and/or complex problems to resolution or provide appropriate recommendations.
You will provide all on site personnel services such as (Recruitment and Staffing, Classification, Employee and Labor Relations, Workers Compensation, Drug Free Workplace, Benefits, Workforce Development, automated personnel systems, etc.)
You will assist leaders by helping them recruit and retain a competent, well trained, highly motivated and highly productive workforce to support mission accomplishments.
You will provide timely and accurate force shaping guidance, including potential short and long term impact on the personnel needs of proposed organizational,
personnel, and mission changes.
You will anticipate problems that management may encounter and accomplish preventive personnel management projects and training to best serve managements goals and mission.
You will represent the command at HR functions and key meetings.
You will participate in the development and execution of the stations strategic plans, goals, and objectives developed.
You will work with Business Performance Office to initiate and carry out best business practices and studies of positions to ensure most efficient organizational management.
You will resolve grievances on Merit promotion procedures.
You will ensure all human resources programs and services are provided in accordance with governing laws, rules, regulations, and policies.

You will resolve problems encountered including complex and controversial issues.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
