You will serve as a PROGRAM ANALYST in the Public Works Department (PWD)
of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will analyze program challenges or shortfalls to identify potential solutions.
You will analyze financial or budget information to determine program effectiveness.
You will prepare budgetary documentation or reports based on program analysis.
You will recommend methods to improve program financial execution effectiveness or efficiency.
You will develop reports or metrics to support the assessment of a project or program.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Business Financial Management Level I. Certification is required within 24 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of a wide variety of software programs to prepare and present reports, proposals, charts, and graphs such as Microsoft Power Point, Access, and Excel. 2)Skill in data management, mining, validation, consolidation, and analysis. 3)Skill in written and oral communication sufficient to prepare presentations and present findings and recommendations. 4) Knowledge of the organization, functions, and operations of a Public Works Department, NAVFAC Mid-Atlantic, higher echelon commands, Commander Navy Installations Command, and their interrelated management and financial relationships. 5) Knowledge of financial and administrative policies/practices and local operating procedures to review existing processes and procedures for compliance, process improvement, etc.

Education
Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows:
GS-09 position:
Master's or equivalent graduate degree;
or
2 full years of progressively higher level graduate education leading to such a degree;
or
LL.B. or J.D; if related;
or
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
GS-07 position:
1 full year of graduate level education;
or
Bachelor's degree with superior academic achievement;
or
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
