Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Lead Public Health Analyst, you serve as part of IEA's Division of Strategic External Engagement working closely with the Division Director to provide project management and subject matter expertise to a team of analysts. Your major duties and responsibilities include: Leading, coordinating, and acting as a staff resource and point of contact to coordinate HRSA external events and the amplification of cross-HRSA efforts through regional offices. Working with the team to develop guidance for new stakeholder outreach and engagement initiatives for regional offices. Developing technical assistance tools and strategies for communications and engagement strategies used by regional offices. Ensuring the management of agency cross-Bureau cooperative agreements and activities with national organizations of state and local health leaders and elected officials. Leading teams in project management; identifying, distributing, and balancing work portfolios of the team based on established workflow and skill level, adjusting as necessary. Overseeing the work of analyst staff within the Division to support timely and quality analysis and project plan execution to contribute to the needs, goals, and objectives of the Division and Office. Requirements

  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above five Public Health competencies, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: 1. Providing operational assistance or technical advice to internal and external partners on the management, implementation, and evaluation of public health programs. AND 2. Leading and developing high profile activities and projects across an organization's public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH - Knowledge of the principles, practices, and methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis and evaluation for public health programs at Federal, State and local government levels. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing schedules, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.
