NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) three (3) years.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance in Washington, DC.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. Serves as expert advisor regarding the completeness, accuracy, objectivity, feasibility, and/or legislative soundness on a variety of Departmental environmental proposals, impacting the natural resources, established goals, and objectives of the Department.
2. Serves as an administrative, analytical, and technical expert in the environmental review of projects impacting natural or cultural resources.
3. Performs quantitative/qualitative analysis, reviewing and recommending revisions and/or proposing approaches or strategies on National Environmental Policy Act processes and/or documents, environmental
regulations, policy, guidance, and other environmental review processes and related documents.
4. Leads the coordination of project management efforts, including scope, goals, and deliverables, to ensure efficient information flow and solution development for complex projects.
5. Leads collaboration with technical teams to enhance data collection, analysis, and reporting capabilities, ensuring data integrity and compliance with regulatory standards.
The OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-13: $117,962 - $153,354 per year.
GS-14: $139,395 - $181,216 per year.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Implementing and interpreting Federal environmental laws, regulations, policies, and procedures related to the National Environmental Policy Act (NEPA) to review and evaluate complex and sensitive environmental issues, programs, and proposed projects;
2) Providing technical assistance pertaining to Federal environmental issues and resolving problems in agency/organization environmental programs;
3) Collaborating with staff and management on environmental issues and policy development or interpretation and advising coworkers on technical and/or policy guidance pertaining to environmental issues, including NEPA, other environmental analysis and review processes, and monitoring and reporting on their implementation; and
4) Solving problems that relate to environmental programs and monitoring environmental compliance for Federal, State and/or local governments or organizations.

GS-14
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Developing, implementing, and interpreting Federal environmental laws, regulations, policies, and procedures related to the National Environmental Policy Act (NEPA) to review and evaluate complex and sensitive environmental issues, programs, and proposed projects;
2) Providing policy guidance pertaining to Federal environmental issues and resolving problemsto agency/organization environmental programs;
3) Collaborating with staff and management on environmental issues and policy development and advising management on technical and/or policy guidance pertaining to environmental issues, including NEPA, other environmental analysis and review
processes, and monitoring and reporting on their implementation; and
4) Solving problems that relate to environmental programs and implementing environmental compliance programs for Federal, State and/or local governments or organizations.

Note: Applicants selected for interviews may be asked to provide a work sample or participate in a simulation as part of the interview process.
Drivers License Requirement: You may be required to operate a government vehicle, to complete travel to, from, and/or around locations for which public transportation is not available or feasible. Travel to locations physically removed from the main unit may be required up to 4 days per month; therefore, you must be able to obtain and maintain a valid state driver's license.
Work Environment: The work is typically performed in an office environment with some commercial travel.
