Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
The duty location of this position is Indianapolis, IN; it is not a remote position.
Duties
Manages all aspects of the Agency’s Learning Management System (LMS) to include development and enhancements, user accounts, accessibility, and system security
Partners with IT to ensure LMS sustainability, improvements, system updates, infrastructure in support of expanding and changing Agency training initiatives.
Provides technical support to Learning and Development Division web-based training development ensuring most effective delivery of educational products using industry standard authoring tools.
Develop and deliver functional user job aids, standard operating procedures, in-person and on-line LMS training guides; delivers briefings, functional training to audiences with varied levels of technical expertise and exposure to an LMS tool.
Compiles, analyzes LMS data in support of regular and ad-hoc queries. Prepares reports, statistical summaries, graphs and charts to illustrate various aspects of LMS as a training and record-keeping tool.
Maintains knowledge of current online learning industry technologies, standards, and trends in order to best leverage them across the agency.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as managing a Learning Management System (LMS) for an organization to include development and deployment of web based training using HTML, Java or Oracle; application of training industry standards (i.e., SCORM 2004 version 3 or newer); tracking and maintaining learning and training data and records; and working with customers to ensure optimal use of an LMS product.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Education
There is no substitution of education for the qualifying experience at the GS-12 grade level.
