About the Position: Serves as a program analyst in the HQDA Resource Management Directorate, Program Budget Division, Programs & Budget Formulation Branch. The incumbent is responsible for formulating, managing, reviewing, interpreting, analyzing, and evaluating operating programs and projects for which the Army Secretariat and ARSTAFF have responsibility.
Duties
Responsible for formulating, managing, reviewing, interpreting, analyzing, and evaluating operating programs and projects.
Develop detailed strategy and background documentation for presenting the MACOM's programs to higher headquarters and Office of Management and Budget (OMB).
Review and interpret HQDA Program and Budget Guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 2 certified position designated Incumbent is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience: One year of specialized experience which includes work that involves providing advice and recommendations on all aspects of assigned budget programs and making necessary changes/revisions based upon continual reviews; reviewing and interpreting program and budgetary guidance; validating financial programs and manpower data in order to ensure the efficiency and effective use of command resources.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
