About the Position: Thís is a permanent position with US Army, Humphreys Engineer Center Support Activity (HECSA), Resource Management Office, Manpower and Management Analysis Branch located at 7701 Telegraph Road in Alexandria, Virginia. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Duties

Applies an in-depth knowledge of U.S. Army Corps of Engineers (USACE) and Army manpower programming, budgeting and allocation policies and procedures. Uses analytical judgment and an extensive knowledge of the functions, processes, and principles of management to gather, analyze, and evaluate information concerning the management process. Keeps abreast of regulations, methods and systems pertinent to the functions and operations of the branch to furnish definitive interpretation of program requirements to the branch chief, leadership and elements of the HQUSACE. Reviews the manpower portions of program and budget documents for assigned programs, and USACE serviced customers for correctness of data and compatibility with other reports. Coordinates discrepancies and/or changes with commands and program/activity directors. Monitors and controls military and civilian data in program/budget submissions to insure that limitations established by higher authority are not exceeded. Reviews and analyzes manpower allocations, workload factors and utilization at the program element level for both direct and reimbursable programs and recommends changes to current manpower allocations. Reviews manpower utilization and strength reports for all supported USACE activities in the National Capital Region (NCR). Develops analysis and data to support review and analysis of HQUSACE and HECSA manpower utilization for use in published documents and quarterly Command Management Reviews for the headquarters staff, the Deputy Commander and Commander, USACE.

Qualifications

GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: reviewing utilization and strength reports of allocations, organizational structures, workloads, and capabilities as it relates to manpower and management processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) OR Experience required at GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: reviewing utilization and strength reports of allocations, organizational structures, workloads, and capabilities as it relates to manpower and management processes; monitoring, controlling and evaluating military and civilian manpower requirements, authorization, and utilization; assisting staff with the assembly of workload requirements; and carrying out projects to improve organization productivity for efficiency and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience required at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying in-depth knowledge of manpower programming, budgeting and allocation of resources, to include making recommendations regarding manpower documentation, utilization and requirements for supported organizations; analyzing programs to extract manpower data to improve the economy and efficiency of organizations; communicating relevant manpower data to leadership for recommendations derived from studies and analysis; and performing management analysis as it relates manpower and management processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
