You will serve as a SECURITY SPECIALIST (COMMAND & STAFF PROGRAM) in the Administration Department of NAVAL SUPPORT ACTIVITY NORFOLK NSY.

Duties

You will ensure all personnel who handle classified information or are assigned sensitive duties are appropriately cleared. You will control and maintain appropriate access to databases (e.b. Joint Personnel Adjudication System (JPAS), Scattered Castle, Gatekeeper, Case Adjudication Tracking System (CATS)) for individual security program management. You will use access control systems to manage classification of materials. You will decide the security clearance level necessary for access to sensitive information, resources, material, or work sites.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • Work may require some overnight travel away from the normal duty station.
  • Must be able to obtain and maintain a Top Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Some walking and standing may occur in the course of the normal workday in connection with travel to and from meetings, inspections, and investigations. No special physical requirements are necessary.

Qualifications

For The GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: 1) Monitoring information, personnel, and industrial security management programs for the command; 2) Representing the command in matters pertaining to the security of classified information and eligibility of personnel to access classified information and/or to be assigned to sensitive duties for the installation commanding officer; 3) Enforcing protective measures for safeguarding information critical to national security , providing risk assessments, impacts to readiness when providing requirement/resourcing way ahead; 4) Ensures the command's security management programs are coordinated and implemented inclusive of all requirements For The GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Enforcing protective measures for safeguarding information critical to national security; 2) Implementing procedures for marking, safeguarding, dissemination, transmission, transportation, escorting, hand-carry, storage and destruction of classified materials; 3) Ensuring personnel security clearance eligibility is continuously evaluated; 4) Submitting Personnel Security Investigation (PSI) applications through Electronic Questionnaires for Investigative Processing (e-QIP) or official system of record to track investigations to completion and adjudication; and 5) Reporting threats to national security, loss, compromise, electronic spillages, and other violations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For The GS-11:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

For The GS-09:
Have successfully completed a master's or equivalent graduate degree
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
