The primary purpose of this position is: To serve as an information technology (IT) / Satellite Communications Policy Specialist. This position provides program oversight, and policy, planning, programming, budgeting, and execution (PPBE) guidance to ensure the USAF Cyberspace Operations and Warfighter Communications is aligned with the USAF and SAF/CN vision and strategy, including statutory and Department of Defense (DoD) requirements, and is incorporated into all USAF publications.

Duties

Duty 1: Serves as the satellite communications analyst and liaison ensuring policy and guidance related to all cyberspace activities in the USAF are technically integrated in accordance with current doctrine, strategy and statutory requirements. Duty 2: Represents AF/A26C with a variety of Department of Defense, Headquarters Air Force, US Government and civilian sector communications and Information Technology organizations. Establishes, develops, and maintains effective working relationships with DoD-CIO, Joint Staff J6, Combatant Commands, US Space Force, USAF Major Commands, Air Force Spectrum Management Office, HQ AF Cyberspace Capabilities Center and other organizations as required. Duty 3: Supports branch and division chiefs on a wide-range of Radio Frequency and Satellite Communications subjects impacting the organization by drafting and implementing detailed direction, documentation, and presentations as required by the organization and Air Force senior leaders. Duty 4: Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes a wide range of interrelationships of multiple IT Specialty concepts, principles, and practices in order to provide policy, guidance, and resource advocacy at the headquarters Air Force level for the Warfighter across the MAJCOMs, operational units, and the entire Joint Force. Knowledge of a wide range of cyberspace theories, concepts, principles, practices, procedures, policies, standards, and operations requirements to relate to user requirements. Knowledge of Information Technology life cycle management of the Department of the Air Force, including Headquarters U.S. Air Force, the Major Commands, and subordinate Directorates, Field Operating Activities and Direct Reporting Units. Knowledge of Expeditionary Communication and Radio Frequency (RF) concepts, functions, techniques, and capabilities sufficient to understanding interrelationships of Joint and Air Force wide communications and weapons systems to the agency's RF architecture as well as new and emerging RF developments and applications. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of cyberspace theories, concepts, principles, practices, procedures, policies, standards, and operations requirements to relate to user requirements. Knowledge of Federal, DoD and USAF laws, regulations, policies, and guidance concerning satellite communications and USAF program oversight. Knowledge of operational and performance characteristics of cyberspace to modify and implement procedures/policies/practices for USAF wide use; as well as knowledge of performance characteristics of cyberspace equipment, systems, services, and transmission media to evaluate new proposals, and approaches. Knowledge of Radio Frequency (RF) concepts, functions, techniques and capabilities sufficient to understanding interrelationships of Joint and Air Force wide communications and weapons systems to the agency's RF architecture as well as new and emerging RF developments and applications. Skill in planning and adjusting work operations to meet program requirements and objectives within available resources. Ability to gather facts and effectively use analytical and evaluative methods to accurately assess information and make sound problem-solving decisions. Ability to synthesize large amounts of complex data into meaningful insights and conclusions. Ability to communicate effectively, both orally and in writing; to work with cross-functional teams, to interact directly with senior leaders, demonstrate excellent interpersonal skills and a collaborative relationship building style. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
