This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as the Advanced Hardware Group (AHG) Analyst in the Electromagnetic & Sensor Systems Department, Electronic Warfare & Spectrum Operations Division, Advanced Electronic Warfare Prototyping Branch (Code B35) of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will be a part of multi-disciplinary team executing critical Science and Technology efforts that include payload installation for ship deployment.
You will provide a variety of administrative services and professional skills essential to the direction and operation of the portfolio of projects within the Advanced Hardware Group.
You will work with the project manager to document plans, identify problems and analyze and propose solutions.
You will provide administrative support for team organization, task planning, and tracking.
You will coordinate teams and schedules to support program milestones across a multi-organizational Integrated Product Team (IPT).
You will assist in managing budgets and ensuring resources are appropriately aligned with project plans for financial execution.
You will organize and coordinate professional and technical events including meetings, collaborations and information exchanges.
You will support the implementation of changes in processes, schedules and programmatic information; and provide communication with relevant stakeholders regarding the change.
You will communicate with portfolio manager, group lead, project leads and task leads on status and execution.
You will create, review, and distribute documentation including presentations, reports, and procedures.
You will collect input from team members and collate into a monthly report deliverable to the sponsor.
You will work proactively, both independently and as a team member, with a diverse group of scientists, engineers, technicians, and support personnel, to include military, civilian, and contractor representatives.
You will use innovative thinking and resourcefulness to solve problems and adapt to changing technologies, missions, and priorities.
You will ensure prioritization of personnel and resources is done in a coordinated fashion.
You will collaborate with program offices to ensure stakeholder needs are met and documented in a timely manner.
You will collaborate with stakeholders to ensure clear communications related to planning and execution of technical tasks including development, testing and fielding of capabilities.
You will identify resources required to support varied levels of program operations, including staff, funding, equipment, and facilities.
You will apply knowledge of the team's capabilities, strengths, and weaknesses to provide recommendations that will help the team accomplish its goals.
You will apply risk management concepts and best practices to identify technical risks, assess, monitor, mitigate, and manage to maintain program cost, schedule and performance objectives.
You will review and analyze progress to ascertain timely and adequate support, anticipate possible delays that could have a detrimental effect on overall program goals and objectives, and recommend corrective action.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to carry out projects to improve the efficiency and productivity of the organization.
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic analytical and evaluative techniques to assist in carrying out projects to improve the efficiency and productivity of the organization.

Education
TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
