This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Announcement will be used to fill a Program Manager (Assistant Program Manager Acquisition), NH-0340-03, position at the CBRND Medical. The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Serve as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.
Analyze the impact that contemplated budget revisions and proposed adjustments may have upon projects and take positive action to minimize adverse effects.
Review and evaluates data relating to short- and long-term technical management, financial objectives and requirements to keep abreast of program progress and anticipated problems.
Oversee coordination between assigned program(s) and other systems.
Maintain direct channel communications with system users and the user community.
Exercise management control of all functional inputs to the program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Qualifications
Term Appointment NTE - Position will be filled as a Term Appointment NTE 3 years and may be made permanent. Term appointments may be extended up to six (6) years.

Specialized Experience: One year of specialized experience is defined as: 1) Executing cost, schedule, performance, and risk activities within the acquisition lifecycle framework; 2) Coordinating acquisition support activities necessary to meet program objectives; and 3) Supporting development of complex contracting strategy planning/documentation to manage the product portfolio. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
