The Supervisory Financial Database Specialist is responsible for financial data analysis, dashboards, reports, and data visualizations to support DER's supervisory objectives. Leads a team in modernizing financial data systems, provides decision support using statistical modeling, and maintains datasets for the regulated entities. Manages technical experts in developing new projects and overseeing analytical tools and applications for DER.

Duties

Major Duties & Responsibilities Leads, coordinates, and oversees the day-to-day activities of staff; is responsible for seeing that staff implements strategy and work plans; ensures that work is scheduled and conducted in a manner that achieves objectives and goals and is performed in accordance with FHFA guidelines and standards. Serves as a subject matter expert and project manager for DER data collection database and business intelligence projects and leads technology coordination efforts for other offices. Supports data users by developing requirements and overseeing the implementation and use of data structures and related database tools and analytical applications. Responsible for DER-wide data analytics, data strategy, strategic planning, coordination with partners in the development of new and existing analytics projects, ensuring relevance, utility and maintenance of analytics projects and knowledge management. The incumbent will oversee and coordinate analytical projects and programming techniques necessary to collect, organize, analyze, and interpret unique and complex data sets. Uses statistical tools such as mathematics, statistics, and performance measurement and assigns and oversees the team with advanced analytics such as artificial intelligence, machine learning and natural language processing for cloud computing and analyzing data sets. Uses SQL and other data processing and analytics tools and software to analyze data sets. The incumbent has significant experience overseeing the development, implementation, and maintenance of data systems to enhance the safety and soundness and mission oversight of financial institutions, and serving as a subject matter expert for organizing, maintaining, and organizing supervisory datasets. Uses analytical techniques to develop computational algorithms and statistical methods that find patterns and relationships in large volumes of data and from those patterns develops findings, inferences, conclusions, and recommendations.

  • SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You will not be considered without this.

  • May be required to successfully complete a one-year supervisory probationary period

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-15 because I have at least 52 weeks of specialized experience at the EL/GS-14 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Experiences with designing financial institution databases, financial data and analytics, financial reporting systems OR business intelligence products WITH a focus on regulated entities or insured financial institutions. Demonstrated work experiences with management of data professionals, statistical procedures, and organizational planning to lead and execute projects. Experience utilizing software applications for accessing and compiling data and financial information for business needs. Demonstrated work experiences planning, directing and evaluating work of employees and/or others in a financial regulatory setting. Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of financial data and reporting systems. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
