The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, human capital planning and retirements.
Duties
Responsible for the full range of professional and technical duties related to employee payroll which includes research and resolution of payroll, personnel, and time and attendance processing.
Serves as the agency technical expert on implementing and administering compensation programs within CSOSA.
Works with employees on the resolution of problems that arise during the processing of benefit enrollment requests, retirement eligibility, and other benefits-related issues.
Serves as NFC liaison who resolves payroll issues in relation to Time and Attendance (T&As), retroactive adjustments, over or under payments, leave records, and other related matters.
Prepares and analyzes a wide range of standard and ad hoc reports to monitor compensation and leave-related activity and identify discrepancies or issues that require attention.
Provides training to agency staff on system functionality T&As procedures, payroll rules and regulations.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service , if applicable.
- Background security investigation, drug test, and favorable adjudication.
- May be required to successfully complete a one year probationary period (unless already completed.)
- Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement.
Qualifications
You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to provide expert level advice in the full range of compensation and pay; conduct expert level analysis of a personnel/payroll system (NFC), conducting complex analysis of data elements and records and advising on action required; provide guidance on leave regulations and programs, conducting analysis of leave records, accounts, and programs; developing workflows and process guides.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.
