You will serve as an Engineering Technician (Civil) in the Production Division, Public Works Department Philadelphia of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will apply engineering knowledge, design and estimating criteria, Navy codes, building codes, and safety regulations to all assignments. You will utilize computer and software applications, such as spreadsheets, word processors, databases, graphics, slide presentations and other specialized applications as required. You will utilize software systems to prepare specifications, cost estimates, schedules and tracking quantities. You will prepare detailed material and labor cost estimates using estimating handbooks, estimating software, and/or engineering performance standards for government service provider work. You will visit work sites to collect data pertaining to the scope of work, determine the amount and type of labor and material required.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • May be designated as ALPHA personnel and required to report for duty or held in duty status to provide support before, during and/or after special emergency situations.
  • You may be assigned to a similar position at any site or workstation within the commuting area.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying engineering knowledge, design and estimating criteria, Navy codes, building codes, and safety regulations to all assignments; 2) Utilizing computer and software applications, such as spreadsheets, word processors, databases, graphics, slide presentations and other specialized applications as required; 3) Utilizing software systems to prepare specifications, cost estimates, schedules and tracking quantities; 4) Applying extensive knowledge of guidelines, including federal procurement law and regulations; DOD, Navy, NAVFAC and command directives; local instructions; standard business references; economic indices; labor rates; and federal and commercial catalogs; 5) Utilizing Standard Operating Procedures (SOP) for the office, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Navy Acquisition Procurement Supplement (NAPS), Naval Facilities Acquisition Supplement (NFPA), Engineering Performance Standards and various cost estimating manuals and software.
