Duties

Serve as the Lead Defense Medical Human Resources System-internet (DMHRSi) Labor Cost Accounting (LCA) subject matter expert for Dwight D. Eisenhower Army Medical Center, and all dental facilities. Maintain and monitor all aspects of the DMHRSi pertaining to the Labor Cost Assignment module for DDEAMC and its child facilities. Provide assistance to sites as needed to address questions relating to Military Health Systems (MHS) Genesis, Expense Assignment System-internet (EASi), General Finance Enterprise Business Systems (GFEBS) and DMHRSi. Compile, consolidate, review, analyze, and submit all finalized MEPRS reports, providing information on expenses, obligations, workload, and manpower utilization for the MEDDAC and DENTAC. Evaluate data submitted for consistency with historical data, deviations from established mean costs, distortions in performance factor costs, productivity, workload and cost trend.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Primarily worker hours but must be able to work unusual hours.
• Temporary Duty (TDY) may be required 5% of the time.
• Moderate to heavy lifting up to 25 pounds is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility (MTF); running recurring reports and interpreting data; implementing solutions/recommendations to the identified problems with healthcare processes and/or systems; and monitors and coordinates personnel matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration. (Note: you must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
