You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUREAU OF MEDICINE AND SURGERY (BUMED) of NAVMEDRSCH UNIT SAN ANTONIO. This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will perform studies or assist others with full scale studies. You will track and control funds for special programs. You will analyze , forecast, and interpret functions associated with the management and control of resources or funds. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will identify timesheet corrections related to pay and leave. You will answer requests and provide advice to staff on pay related rules, regulations, and procedures. You will provide assistance to personnel with respect to all matters involving travel. You will communicate necessary funding reports to stakeholders.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Certified personnel must maintain certification via Continuing Education and Training (CET's) as appropriate with employee paygrade.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations; Experience formulating budgets and estimates to support plans, programs, and activities; Experience reviewing and evaluating budget requests, control and reporting of obligations and expenditures; Experience maintaining and tracking all time and attendance, ensuring personnel time is verified; Experience processing authorizations, orders, claims/vouchers, payments, and funding reviews for travel; Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/financial-administration-and-program-series-0501/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Master's or equivalent graduate degree

OR

Two 2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

COMBINATION OF EDUCATION AND EXPERIENCE:
Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
