The primary purpose of this position is to serve as the DAF Information Protection Oversight Program Manager. This includes validation and development of inspection checklists and collaboration with inspection agencies to provide holistic compilation of trends, metrics and key performance indicators based on the results of oversight activities.
Duties
Design, direct, coordinate, and manage execution of DAF Information Protection oversight program.
Analyze oversight program results, compile metrics, and create key performance indicators of a healthy Information Protection program to transform and continuously improve the DAF security enterprise.
Maintain expert functional knowledge of Information Protection and oversight policies and requirements, and establish robust customer relationships to enable successful, customer-focused oversight program.
Manage enterprise implementation activities for the Information and Industrial Security programs, including leading technology solution efforts on behalf of the DAF, facilitating issue resolution with internal stakeholders, and determining improvement recommendations to support security program modernization and agility.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Applying knowledge of physical, information, industrial, and personnel security program knowledge and expertise as it relates to evaluating implementation of program requirements. The incumbent interprets policy originating from higher organization levels and implements instructions, providing authoritative interpretations and guidance to management officials and other security personnel and for resolving issues involving conflicting security requirements from multiple nations and involves mastery of a wide range of security disciplines, concepts, principles, practices, and requirements encompassed to include Information Security, Industrial Security, Personnel Security Acquisition Security, and Controlled Unclassified Information. Strategic knowledge and expertise of all facets of these DoD Security Programs' practices, procedures, and regulations are applicable to the performance of a full range of complex security management responsibilities. Plus, In-depth knowledge of regulatory provisions to correctly respond to requests for security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions and depth knowledge of a wide range of collateral, SAP and SCI security principles, concepts, and methodologies to review, independently analyze, and recommend resolution to difficult and complex security problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Possess and maintain expert knowledge of concepts, requirements, practices, and principles within Information, Industrial, Personnel and Acquisition security, to include Controlled Unclassified Information programs, as directed within DoD and DAF security directives, manuals, instructions, and other directive policies.
2. Ability to apply advanced-level knowledge of tools and applications associated with a security function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the DAF mission; and produce a variety of documents and reports.
3. Skilled in analyzing and evaluating security programs to meet mission requirements, manage risk to DAF information, technology, and programs, and improve the DAF Information Protection security enterprise. Ability to consistently provide competent, professional, and effective direction and guidance across a myriad of functional environments and stakeholders at various levels.
4. Superior knowledge of generally accepted quality, continuous process improvement, and change management concepts, methodologies, processes, and tools. Ability to communicate clearly, concisely, and accurately, orally and in writing, establish good working relationships, and maintain positive customer experiences.
5. Ability to plan, organize, develop, and /or oversee studies or projects, and negotiate effectively with management and stakeholders on complex issues to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may be in conflict with previous planning and programming actions.
