The Management Analyst serves in a key support position preparing and analyzing data to optimize business practices, managing projects, coordinating administrative work and responding to controlled correspondence. The Management Analyst report to the Supervisory Management Analyst, Program Management and Performance Analytics
Duties
Specific duties include but are not limited to the following:
Plans, organizes, conducts and oversees assigned projects and studies to determine strengths, weaknesses, and best practices. Projects could include the development of LGY policies, plans, and procedures, or reviews concerning administrative matters.
Defines the problem or issue; researches, gathers, consolidates, and analyzes information; develops approaches and alternatives, and makes recommendations for consideration by leadership. Prepares briefing papers or presentations as appropriate upon completion of projects.
Provides regular and timely reports on the status of assigned projects. Performs special projects which could be controversial, of high Department or public interest, or confidential in nature.
Coordinates the implementation of Loan Guaranty initiatives established to enhance the level of service provided to Veterans.
Applies a comprehensive knowledge of Microsoft Excel, Power BI and other data analytics tools in preparing a variety of regular and ad hoc reports concerning production, timeliness, accuracy, industry trends and employee performance as well as reports in support of special projects. Ensures data integrity in all reporting.
Makes data driven recommendations to improve program performance and service delivery to Veterans and other program stakeholders.
Performs administrative services in support of the work of the LGY business line. Has thorough understanding and knowledge of operations and how support functions provided by other VA entities facilitates program objectives of Loan Guaranty.
Promotes efficient utilization of resources by suggesting changes in procedures, work methods, systems variations and acceptance of new technology developments.
Collaborates with supervisors to ensure that those who are traveling follow all travel procedures. Reviews travel itineraries and vouchers as part of the concurrence process.
Coordinates responses to controlled correspondence with Veterans/Service members, members of Congress, program participants, department entities, other Government agencies, and the general public. Ensures responses are technically accurate, complete, clearly and professionally written and submitted timely.
Serves as a point of contact for the ServiceNow application for the business line. Provides frequent regular reports of tickets assigned to the business line. Compiles customer service feedback for supervisors based on the content of tickets.
Analyzes data provided through Cisco reports for the nationwide phone system. Makes timely recommendations for staffing of the nationwide phone system to promote optimal service delivery in accordance with established phone system performance targets.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13.
Work Schedule: Full time, Monday through Friday 8:00 AM-4:30 PM (May be required to work until 6 pm EST)

Employee is expected to report to one of the 10 LGY locations based on telework agreement.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/09/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: Include creation of processing innovations, conducting analysis or research to optimize workload processes or procedures and examples of training, or supporting peers in at least 1 of the 4 LGY Value streams (Construction & Valuation, Loan Administration, Loan Production, Specially Adapted Housing).
GS-13 Grade Level:
Specialized Experience: Include creation of processing innovations, conducting analysis or research to optimize workload processes or procedures and examples of training, or supporting peers in at least 2 of the 4 LGY Value streams (Construction & Valuation, Loan Administration, Loan Production, Specially Adapted Housing).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary. Some carrying of light items may be required.
