This position is located in the United States Mint, Office of the Director, Human Capital Directorate (HCD), Human Resources Office in Denver, CO. The incumbent provides consultative advisory services on a variety of human resources programs and systems to supervisors, managers, and other human resources specialists in support of the U.S. Mint's Human Resources Program.
Duties
As a Human Resources Specialist (Classification Recruitment & Placement), you will:
Advise managers and supervisors on staffing requirements, resources, and problems in assigned locations involving a high degree of complexity.
Develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
Assist managers with identifying competencies required, conducting job analysis, developing and executing an assessment strategy, and developing interview questions. Initiates and monitors, with ARC, the appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, etc., in accordance with established policies, regulations and program goals.
Explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Prepare or complete necessary documents and case files on personnel actions. Orient new employees on agency personnel policies, rules, regulations, rights, benefits, services, and related matters.
Provide services to a complex organization. Evaluate position management within assigned human resources office and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes:
- Consulting and assisting managers and employees on human resource initiatives such as: recruitment and placement, classification and position management; AND
- Applying HR regulations, processes and procedures; as it pertains to the review of HR operational work such as position descriptions, evaluation statements, job analyses, vacancy announcements, certificates of eligible or pay setting practices for General Schedule (GS) and Wage Grade (WG- prevailing rate) employees.; AND
- Providing recommendations on routine/standard personnel practices, procedures and actions; OR
- Analyzing data/metrics on recruitment or staffing activities.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11level for 52 weeks.
