Duties

You will implement. maintain, and supervise Information Security across the MCEN (Marine Corps Enterprise Network) in accordance with all applicable USMC, DoN, DoD, and federal regulations and orders. You will oversee the overall defense of the MCEN with authority to make temporary boundary modifications, immediate network infrastructure and configuration changes, and other actions as needed to defend the MCEN. You will serve as a command focal point for the planning and implementing of Cyber security support services providing assistance, guidance, direction, and resolution to reported incidents and problems. You will as a problem solver and advisor, providing operational support for MCEN users and evaluate alternative approaches to problem resolutions. You will frequently modify and adapts precedent solutions to unique requirements to solve a variety of network related problems. You will keep superiors advised of unusual situations and potential problem areas and recommends courses of action and conclusive actions. You will conduct rapid reaction planning for network operations events. Maintains 24x7x365 network operations situational awareness. You will provide direction and guidance to subordinates engaged in the review, design, development, modification, implementation, and the day-to-day sustainment of a myriad of Operations Center related issues. You will exercise administrative and technical supervision and control over civilian employees, Marines, and contractors.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain the credentials as described in SECNAV M-5239.2 for specialty area INFORMATION SYSTEMS SECURITY MANAGER, level ADVANCED within 12 months of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience at the next lower grade would be demonstrated by: (1) Detailed and technical knowledge on a wide range of IT systems is required to review and appraise major IT policies/services and make recommendations accordingly (2) Broad knowledge in a specialty area of information technology to serve as a technical authority for resolving critical problems which require innovative solutions and have worldwide impact. (3) Ability to observe, orient, decide and act for the MCCOG to accurately respond and defend the MCEN. (4) Skill in communicating technical matters in writing and orally to facilitates appropriate managerial action and customer understanding. (5) Skill in applying the principles and methods for integrating information systems components; performance tuning tools and techniques, systems diagnostic tools, and fault identification techniques to diagnose user IT problems and determine and plan for corrective actions. This position is within the Work Category-SUPERVISION at Work Level-SENIOR, Series 2210 and Grade GG-13.
