This position is located in the Deputy to the Chairman & Chief Operating Office, Human Resources Organization of the Federal Deposit Insurance Corporation and is responsible for overseeing and providing service to all Divisions and Offices on corporate human capital operational activities and programs.

Duties
Consult with senior leaders and HR Operations staff to implement the full workforce planning cycle including analyzing the HR operational workforce, identifying capability and capacity gaps.
Audit, analyze, and review a wide range of HR operational actions to ensure adherence to U.S. Office of Personnel Management (OPM) regulations and guidance, FDIC policy, guidance, and standard operating procedures (SOPs).
Provide consultative services involving the full spectrum of HR areas.
Perform a wide range of analytical assignments related to the creation and maintenance of HR wide standard processes and procedures, and providing technical advisory services.
Develop forecasting patterns, trends, tracking systems, and recommends business plans for improved processes and standards.
Develop user requirements and evaluates proposed or actual changes to HR Systems programs, policies or procedures.
Make operational recommendations for improvements to eliminate unnecessary steps or leverage technology for increased efficiency and effectiveness.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience (1) providing technical guidance and advice regarding federal human resource-related policies, practices, principles, and regulations; (2) and preparing managerial reports analyses, and presentations on operational matters (i.e., internal controls, staffing, HR Information Systems) (3) and participating in the development of administrative policies and standard operating procedures to meet organizational needs.
