About the Position: Serves as a Financial System Analyst for Surface Deployment and Distribution Command (SDDC) operating as a Subject Matter Expert (SME) in one or more of the financial/resource management systems.
Duties
Assists in the research and investigation of new or advanced information and financial capabilities for possible application to system functions.
Provides professional expertise regarding new system changes and accounting policy which are applicable to accounting and budgeting functions of the resource management systems.
Collaborates with programmers, database administration personnel, systems accountants, and other functional personnel in order to determine the need for system changes/enhancements.
Determines need for and develops changes required to regulatory and systems documentation utilizing a wide breadth of financial expertise as well as knowledge of governmental financial management requirements.
Prepares briefings, training sessions, consultations and strategy sessions with users to influence managers and others to accept findings and recommendations on changes or improvements to financial systems.
Provides functional guidance to users and conducts functional training for systems users.
Performs extensive and complex internal control reviews as required.
Ensures proper internal controls are in place and are in compliance with guidelines and standards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service, which includes: 1) Maintaining financial management systems for an organization, 2) Investigating financial management system discrepancies; and 3) Conducting training for financial management system users.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
