About the Position:Participates in acquisition strategy and planning, and negotiates and manages contracts, for all phases of the acquisition process (to include research, development, engineering, production, and maintenance) of major programs, equipment, and services.

Duties

Serve as a Contract Specialist within the delegated authority for pre and post award contracting/procurement requirements . Serve as a Contract Specialist and Business Advisor to Program Managers and Program Executive Officers. Serves as lead negotiator during multi-disciplined government contract/procurement negotiations. Guide the full range of contract/procurement management actions required for the execution of assigned acquisition programs

Requirements

  • This position requires a secret security clearance.
  • This position may require up to 20% TDY.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450
  • This position may require a one-year probationary period.

Basic Requirement for Contract Specialist Degree: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS12 grade level your resume must display at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes performing the following duties; 1) Managing contractual/procurement methods and techniques (such as development of request for proposal actions negotiations, cost, and price analysis, to administer contracts or agreements; 2) Negotiating both pre-award and post-award contracting requirements such as weapons systems, major programs, services, or information technology and enterprise systems, of life-cycle systems engineering for various contract types containing extensive special provisions; AND 3) Reviewing Federal, departmental, and command acquisition laws, regulations, and procedures applicable to contracts/procurements. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailContracting/ProcurementOral CommunicationPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
