About the Position: Serves as a warranted Contracting Officer within the delegated authority for pre-award and post-award contracting requirements involving the Research and Development of extensive, highly specialized weapons and defense systems for which it is little or no previous experience or contractual precedent available as well as for the initial and follow on production and manufacture of such weapons and defense systems and related components and services.

Duties

Serves as a senior contracting advisor to program managers and/or program executive officers in the acquisition planning process relative to assigned programs, and assists in the preparation of statements of work contract specifications and/or requirements for compatibility with procurement laws and contract specialists in acquisition planning efforts. Develops procurement objectives and strategies to be pursued under assigned programs, taking into account overall Army and Government considerations such as socio-economic programs, competition maximization, pricing arrangements, subcontracting, and special considerations requiring the use of innovative and unique acquisition techniques. Oversees the planning, preparation, and conduct of pre- solicitation/pre-proposal and/or post-award conferences, proposal, evaluations, the establishment of negotiation objectives, determination of the type of contract, and the appropriate authorities for limited completion or non-competitive acquisition of assigned programs. Determines award milestones and is responsible for execution to planned targets. Administers long-term, complex contracts for procurements of extensive, highly specialized new or innovative equipment systems, research, facilities construction and services affecting major agency programs and having significant impact on contractors, operations and on local geographic areas Serves as a lead negotiator during contract negotiations. Participates as leader of a multi-disciplined government negotiation team; coordinates and applies advice and recommendations from functional elements (i.e., legal, audit, technical, etc.) as appropriate. Serves as government contracts representative on contract claims before the Army Contract Adjustment board, in contractor disputes before the Army Services Board of Contract Appeals, and in criminal and patent information actions before the US District Court, etc.

Requirements

  • Occasional TDY may be required.
  • Secret security clearance is required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.
  • One-year probationary period may be required.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes; 1. Conducting contract negotiations to ensure contracts are fair and reasonable; 2. Executing Source Selection or Sole Source contracting methods to award contracts and agreements; AND 3. Conducting cost and or price analysis to evaluate the reasonableness of contractor proposals. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContracting/ProcurementDecision MakingLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
