About the Position: As a warranted Contracting Officer within delegated authority for pre-award and post-award contracting requirements involving the Research and Development of extensive, highly specialized weapons and defense systems, or information technology and enterprise systems, or biometric systems for which there is little or no previous experience or contractual precedent available as well as for the initial and follow on production and manufacture of such weapons and defense systems.
Duties
Serves as a senior contracting advisor to program managers and/or program executive officers in the acquisition planning process relative to assigned programs, and assists in the preparation of statements of work contract specifications and/or requirements for compatibility with procurement laws and contract specialists in acquisition planning efforts.
Serves as lead negotiator during contract negotiations. Participates as leader of multi-disciplined government negotiation team; coordinates and applies advice and recommendations from functional elements (i.e., legal, audit, technical, etc.) as appropriate.

Requirements
- The position requires a Secret security clearance.
- Occasional TDY may be required.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.

Specialized Experience is defined as having one year of experience equivalent to the GS-12 grade level in the Federal service which includes;
1) Performing pre-award or post-award contracting function involving complex contracts.
2) Serving as lead negotiator in negotiating contract prices, terms and conditions to evaluate cost analysis proposals;
3) Exercise judgment, initiative, and resourcefulness to identify and utilize regulation laws that apply to procurement for new/innovative service contracts;
4) Providing resolution of inquiries, award protests, mistakes-in-bid, pre-award surveys, responsibility of prospective contractors, and terminations for convenience/default.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Basic Education Requirement
A. A bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
B. I do not meet the education requirements above. However, I am either (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
