The primary purpose of this position is: To serve as a Division Chief at Headquarters, Air Force Manpower Analysis Agency (AFMAA), an AF/A1 Field Operating Agency (FOA), with responsibility for directing the activities of the Division, and the responsibility and authority to plan, develop, direct, and integrate multiple major Air Force programs.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Enterprise Engagement Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Air Force-wide process improvement programs and outreach functions and activities: participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees workthrough subordinate supervisors. Establishes, develops, and maintains effective working relationships with AF/A1M, SAF/MG, other government agencies, and outside organizations, and act as a senior-level forums expert consultant and advisor. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Serves as an authoritative, recognized authority, applies manpower, Process Improvement (PI)/Continuous Process Improvement (CPI), Airmen Powered by Innovation (API), and Manpower community engagement expertise to render expert advice, and to develop, interpret, and implement policies and procedures to integrate and execute the Air Force world-wide PI/CPI programs for the Deputy Under Secretary of the Air Force, Management (SAF/MG) & Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force (AF/A1M). Shares responsibility with AFMAA commander for mission success. Serves as an authoritative, recognized authority, applies manpower, Manpower Enterprise Contact Center (MECC), Premier College Intern Program (PCIP)/Palace Acquire (PAQ) and Manpower community engagement expertise to render expert advice, and to develop, interpret, and implement policies and procedures to integrate and guide Air Force efforts in Public Affairs, Knowledge Management, Marketing and Advertising, and Liaison with Air Force partners and stakeholders. Shares responsibility with AFMAA commander for mission success. Exercises a considerable degree of independence, originality, and sound judgment in formulating, evaluating, correlating how to execute thesebroad programs.

  • This is a centrally managed position.
  • Incumbent must be able to effectively make rapid analysis of extremely complex matters and render decisions under short time constraints.
  • Must be able to obtain and maintain Secret security clearance.
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • Twenty-five percent or more of work may require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes managing broad, complex programs and projects through DoD, and Air Force functional lines. Research studies perform process improvement and develop resource costing models and factors that determine standard processes and resource cost throughout the Air Force and other OSD, joint command, and defense agencies and may lead to changes in DoD policy, and directives. Work involves directing development of MEP, PI/CPI, and force training/development execution procedures and force management products that have AF-wide impact. Provides technical control and has independent authority for reviewing/developing, and approving execution processes and procedures supporting Air Force policy decisions. Works in concert with HQ USAF and other technical experts to originate and develop methodologies and perform studies that execute MEP, PI/CPI and ME Enterprise force development decisions impacting end-to-end processes throughout the Air Force. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of program management principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult studies or projects and make informed executive-level recommendations and decisions relating to those efforts. Comprehensive knowledge of process improvement program goals and objectives, and how to leverage them to support the most effective use of military/civilian resources. Comprehensive knowledge of marketing, public affairs, Contact Center activities supporting communications across Air Force and Manpower communities. Expertly skilled in planning, organizing, coordinating, and directing complex projects in which the boundaries are broad and difficult to determine in advance and developing innovative and feasible solutions to highly complex issues. Expert ability to gather, assemble, and analyze complex data and facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Demonstrates ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
