This position is in the Bureau of Population, Refugee, and Migration, Office of the Comptroller (PRM/C) and serves as the deputy to the Office Director and shares fully in providing oversight, management, and supervision of PRM/C staff performing the full range of budget and financial management functions including formulation, resource planning, justification, defense, execution, grants management, and administration.
Duties
Evaluates individual project requests to determine appropriateness of proposed use of funds, monitoring and evaluating the implementation of approved programs and ensures the proper payment and accounting for the use of PRM appropriations.
Provides authoritative advice and guidance to the Comptroller and other senior management on budget strategies to accomplish the mission of the organization in the most technical and cost- effective manner.
Exercises supervisory responsibilities including planning work, setting and adjusting priorities, developing performance standards, effecting disciplinary measures, providing development and training, and finding ways to improve processes.
Responsible for the implementation of policies and regulations for federal financial assistance, providing effective application to bureau awards, oversight of grant administration and disseminating requirements on management of federal grants.
Conducts special studies of grant issues to ensure that resulting actions comply with policies and regulations and identifies and implements improvements in the way financial aspects of grants are administered.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing and overseeing budget execution duties; including obligations, de-obligations, reprogrammings, and reclassification of funds.
Experience assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets.
Experience recording, tracking, and reporting on obligations, expenditures, and availability of funds.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
