This position is located in the Executive Office of the President (EOP), Office of Management and Budget's (OMB) Budget Review Division (BRD). The incumbent participates in one or more of a variety of functions related to the preparation and execution of the President's budget. **Notice: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur. Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Budget Preparation Specialist, GS-0501-9/11, your typical work assignments may include the following under supervision: Serve as the focal point for preparation and dissemination of information concerning the Administration's position on appropriations action taken by the Congress; Utilize collaborative tools to coordinate the development of the database that supports the President's annual budget and contributes to the preparation of the technical materials portion of the budget document Solve technical and policy problems with regard to budget formulation and execution, and advises staff on outcomes Analyze funding levels of appropriations and emergency supplemental appropriations bills Exercise reasoning skills in considering various conceptual, technical, and procedural issues related to the budget process (e.g., implications of the Budget Enforcement Act for OMB reporting requirements, refinement of computer systems applications to accommodate evolving technical budgeting requirements) Track congressional action on an appropriations bill and providing timely reports and information to Budget Review Division management, OMB program offices, and policy officials

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability performing the following: 1) Summarizing and analyzing data to spot trends in material being reviewed, and to present quantitative and/or qualitative information in a clear, concise fashion; 2) Experience with the Federal budget process OR experience reading, analyzing, tracking, and/or reporting on legislation; and 3) Experience working on a team to analyze and/or address policy initiatives, requiring data analysis and/or presentation of findings. OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. OR C. A combination of education and experience as listed above. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability performing the following in addition to the GS-09 specialized experience statement above: 1) Applied reasoning and negotiating skills for complex problems and work independently and in teams towards defensible budget solutions or recommendations; 2) Experience researching legislation, budget, scoring, or appropriations issues, as well as summarizing and presenting findings to clients, team members, or management; and 3) Experience identifying budget and/or appropriations problems, gathering relevant data, applying appropriate analytical techniques. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
