About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command 116TH Military Intelligence BDE (AI) Fort Eisenhower GA.

Duties

Provides procedural advice and expertise in assisting, Commander, Deputy Commander Resource Management Officer, primary and staff sections and or subordinate units in planning, programming, budgeting and executing their annual funding programs. Assist the Battalion, primary and staff sections and or subordinated units in preparing annual and out year budget estimates, program changes and unfinanced requirements. Process various financial obligating documents (e.g. DD Form 1610, DD Form 3953, DD Form 1556, DD Form 448 and 3058s) in General Fund Enterprise Business Systems (GFESB-SA). Establishes and maintains controls to ensure that accounting system output agrees with accounting data input as taken from input documents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a TS (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary duty (TDY) travel may be required 15% or less of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the experience and/or education requirements described below. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience which includes experience maintaining databases, register and other budget/tracking systems to monitor and track obligations, expenditures and flow of funds; conduct analysis of obligations and expenditures to monitor the execution of budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
