At the full performance level, the incumbent leads projects and provides development for a variety of high-level, sensitive assignments. Functions independently or as a leader or member of regional or local teams and workgroups. Leads efforts to implement national programs.
Duties
Knowledge of statistical techniques and the ability to draw conclusions from statistical data. Ability to advise Central Office staffs on technical questions related to management analysis.
Lead the analytical process through all its stages; problem definition, hypothesis testing, data gathering, and analysis, drawing conclusions and formulating recommendations.
Translates broad policies and initiatives into local guidance and improvements with the overall objective of enhancing organizational efficiency/effectiveness or systems and data integrity.
Focus on policy development and management analysis on customer service requirements and/or security and integrity policies.
Advanced level of knowledge of risk assessment and management analysis techniques and law enforcement activities sufficient to develop and implement major changes to SSA systems.
Knowledge of teamwork and group dynamics sufficient to define team goals, resolve team conflicts, and produce high quality results.

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes analyzing and implementing program policy; interpreting and presenting management information; and evaluating, clarifying and developing administrative and programmatic policies or practices.
