About the Position: Serves as a Safety Occupational and Health Specialist at a military installation responsible for inspection and compliance as formulated by the Installation Safety Director.

Duties

Manage and conduct Installation level facility Standard Army Safety Occupational Health Inspection program. Investigate incidents / accidents involving injuries/illnesses and or material / equipment damage to determine circumstances and nature of injuries or damages. Execute Safety and Health standards as contained in Army Regulations, 29 CFR .1910 General Industry, 1.926 Construction, National Fire Protection Association, National Standards Institute, and Federal Regulations. Safety Train the Trainer for all aspects of the Safety program as Directed by the Safety and Occupational Health Manager.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Security Clearance.
  • Obtain and maintain a CP12 Level 1 General Industry and Explosive Certificate.
  • Incumbent must present and maintain a state driver’s license.
  • Obtain and maintain a state or national recognized Child development playground inspection certification.
  • Obtain and maintain an Army recognized train the trainer certification for General Industry Safety.
  • This is a TERM appointment NTE 3 years.
  • A one-year trial period may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience with safety and occupational health principles, practices, procedures with full range of safety and occupational health responsibilities on a military installation with identifying and evaluating potential risks, conduct mishap investigations, prepare local guides and instructions and educating supervisors and employees in safe operating practices and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Specialized Experience GS-12: One year of specialized experience which includes: develop safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; apply safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise or resolve technical matters dealing with occupational safety and health requirements; evaluate safety and occupational health programs for Installation Status Reporting (ISR), child-care facilities, playground-safety, restaurant safety warehousing, printing, transportation, equipment maintenance operations, and Motorcycle Safety /ATSTP Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Ammunition and ExplosivesMishap/Accident InvestigationPublic Safety and SecurityRisk ManagementSafety and HealthSafety and Occupational Health (SOH) Hazard Control Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). (1) Temporary Appointment NTE - Position may be filled as a temporary appointment NTE 3 years. Temporary appointments may be extended up to a maximum of three (5) years. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed NTE 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
