Duties

Performs quality control functions for pre-solicitation, solicitation, award and post-award documentation. Researches, analyzes, and prepares position papers on acquisition matters for the DCCO CoCO. Develops guidance and training materials for DCCO procurement personnel. Serves as business advisor to Contracting Officers, Contract Specialist, Program Managers, General Counsel, and other acquisition stakeholders. Reviews existing policies, processes and procedures, and recommends appropriate changes to improve the overall efficiency and effectiveness of the organization.

Requirements

• Obtain/Maintain Contracting (1102) Professional Certification.
• Contracting Officer position.

• Drug Testing Position.
• Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position is required.

Qualifications

Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees. Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Specialized experience is defined as experience using established methods and guidelines to research and analyze position papers, pre-solicitation, solicitation, award and post-award documentation on acquisition matters. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required. Specialized experience is defined as experience researching and analyzing position papers on acquisition matters and assisting on performing quality control functions for pre-solicitation, solicitation, award and post-award documentation. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required. Specialized experience is defined as experience researching, analyzing and preparing position papers on acquisition matters and performing quality control functions for pre-solicitation, solicitation, award and post-award documentation to analyze the efficiency of the contracting operation. Education

Substitution of education for GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree (15 credits=1 year of higher level education).

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
