Duties

If selected at the GS-09 level, these duties will be performed in a developmental capacity. Incumbent serves as a technical expert on the lifecycle of electronic and physical records and information resources and is responsible for the management of the DLA RIM Program within their assigned area of responsibility. Ensures compliance with Federal Statutes, Regulations, DoD and DLA records retention policies and procedures. Responsible for implementing and managing the DLA Records and Information Management (RIM) program on behalf of the assigned area of responsibility represented to include both core mission and administrative records. Advises assigned area of responsibility Commanders/Directors (or their designated representative) on the status of their RIM program and provides recommendations for improvement to increase effectiveness and efficiency and mitigate risk. Tracks and reports metrics for the RIM program. Subject-matter-expert (SME) for RIM principles, electronic records, information management, and information governance oversight Coordinates and documents the transfer of records to and retrievals from the Federal Records Center (FRC). Coordinates comprehensive records and information asset inventories and reviews to ensure records and information are identified, coded with approved retentions, and aligned under the appropriate administrative or program office. Collaborates with the Office of General Counsel (i.e., Freedom of Information and Privacy Act Specialists, Paralegal Specialists contd and/or Attorneys) to ensure litigation holds and freezes are applied to physical and electronic records at the assigned level of responsibility level. Responsible for overseeing and validating access to electronic records and information maintained in the Records Management Application (RMA) and Shared Network Drives to mitigate risk of unauthorized access. Responsible for conducting initial and/or reinforcement training to Records Coordinators (RC) as required.

Qualifications

To qualify for a Records and Information Management Specialist, your resume and supporting documentation must support: Specialized Experience: Specialized experience is experience that equipped the applicant with the competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS - 11: Serves as the subject-matter-expert and technical expert for RIM principles, electronic records and information management and information governance oversight. Advises Agency Commanders/Directors (or their designated representative) on the status of their RIM program and provides recommendations for improvement to increase effectiveness and efficiency and mitigate risk. Coordinates comprehensive records and information asset inventories and reviews to ensure records and information are identified, coded with approved retentions, and aligned under the appropriate administrative or program office. GS - 09: Utilizes various Information Technology systems as part of a compliant information governance and data strategy. Reviews and approves file plans and ensures records are managed and disposed of in accordance with the Agency records schedule. Ensures appropriate safeguards are in place to access information security and personal privacy for records and information. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-11: To qualify at the GS-11 level based on education, in lieu of specialized experience, applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. GS-09: To qualify at the GS-09 level based on education, in lieu of specialized experience, applicants must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and GS-9, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 and GS-9. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
