About the Position: This position is with the Human Resources/Management Support Division (HRMSD), Chief Information Office, HQDA CIO/G-6, Fort Belvoir, VA.
Workforce Management Specialist supporting the Department of the Army (DA)Civilians, Soldiers, and Active Guard and Reserve (AGR) personnel, with responsibility for assisting in the planning and execution of a diverse and complex set of personnel, manpower, and administrative programs.
Duties
Plan and execute personnel and administrative programs supporting two Headquarters Department of the Army (HQDA) principal agencies, to include management support services.
Plan and carry out projects and studies to identify and resolve problems pertaining to various civilian Human Resources (HR) program areas.
Provide expert advice on a wide variety of key issues, to include personnel administration, manning, personnel staffing and requisitioning, downsizing initiatives, employee relations, hiring constraints, and labor management.
Provide advice on military and civilian personnel regulations and assists managers and employees in non-technical matters.
Develop and propose new or revised civilian HR management policies, procedures and guides, and workforce development and training initiatives, to meets the needs and goals of the organization.
Review request for personnel actions ensuring completeness, accuracy, and attachment of appropriate documents (i.e., job descriptions, gatekeeper, skill selection plans).
Manage Table of Distribution and Allowances (TDA) during peacetime and mobilization for principal agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Specialized Experience: One year of specialized experience which includes analyzing manpower utilization issues based on manpower and mission changes (i.e. military branch/MOS and grade, civilian series and grade, military/civilian conversions, specialty code changes); providing civilian personnel advice and assistance in the areas such as, planning, personnel staffing and administration, manning, policy development, manpower utilization, organizational structures, and initiating and tracking Requests for Personnel Action; analyzing personnel requirements and working with Resource Management (RM) officials to ensure staffing levels are aligned with the Table of Distribution Allowances (TDA) and Resource Management financial allocations; assisting with and ensuring force structure compliance with higher-level mandated guidelines.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
