This position serves as the Director, On-Site Inspections & Building Capacity Directorate, Defense Threat Reduction Agency.

Duties

The Director, On-Site Inspections and Building Capacity Directorate (OB) performs the following major duties: Provides overall leadership, guidance, and management within the Directorate along with leading intra and interagency coordination. Responsible for the morale, safety and welfare of a workforce comprised of approximately 390 civilian employees and military members dispersed across six geographic locations including two international locations. Responsible for effective leadership communications up, down and across DTRA and DoD. Develops and establishes new and innovative ways to support building capacity efforts and arms control implementation to align with Interagency and CCMD priorities and National Defense Strategies. Provides world-class technical advice to United States (U.S.) Government arms control policy makers during ongoing treaty negotiations and developments. Serves as the principal technical advisor to the Director DTRA on all areas of deployable arms control operations and Countering Weapons of Mass Destruction Security Cooperation Regional Contingency Team engagements. Supports the DoD global CWMD building capacity missions by assisting with development of DoD CWMD policy, plans, and operational direction. Serves as the DTRA focal point supporting U.S. Government on-site inspection activities, including training, equipping, and transporting personnel involved in inspection and escort activities. Oversees the conduct of on-site inspections and aerial monitoring abroad, gathering information on the accuracy of treaty-related declarations and weapons systems reductions. Oversees the escort of foreign personnel inspections and monitoring of U.S. facilities stateside and overseas. Coordinates with foreign counterparts and international implementing bodies to accomplish treaty objectives. Serves as the DTRA advisor on technical and programmatic areas related to on-site inspections and treaty inspection matters as directed for the DTRA Director, Office of the Secretary of Defense, Department of State and other leaders and components of Government agencies, as appropriate. Plans and implements other on-site inspection activities required by current and future arms control, confidence- and security-building, and nonproliferation treaties, agreements, and programs as directed by the Secretary of Defense, including projecting new core competency requirements. Leads, directs, and manages a staff of civilian technical experts, administrative personnel, and military personnel at DTRA headquarters and detachments in Yokota, Japan; Kaiserslautern, Germany; San Francisco (Travis Air Force Base), California; Pueblo, Colorado; and Richmond, Virginia, Kentucky (Bluegrass Army Depot), and Monterey (Defense Language Institute) California. Serves as the DTRA principal advisor in U.S. Interagency planning groups dedicated to the Proliferation Security Initiative (PSI). Designs and conducts PSI exercises/activities in support of Combatant Commands (COCOMs), the Under Secretary of Defense for Policy, the Joint Staff, Federal government interagency and partner nations. Analyzes and evaluates the impact and significance of new or revised policies, procedures, or program requirements and new, proposed, or delayed programmatic issues relating to arms control, confidence- and security-building, and nonproliferation. Adapts programming and budget considerations based on new efforts and treaty negotiations and statues. Manages and serves as the DTRA Senior Language Authority providing robust linguistics support for primarily Russian-speakers to various senior-level entities across DoD and the Federal government. Ensures effective execution of Equal Employment Opportunity (EEO) policies, goals, and objectives. Ensures DTRA-maintains an equal and consistent approach in determining applicant/employee qualifications, selections, assignments, training, promotions, details, and discipline and awards.

  • Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES.
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.

Qualifications

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senor level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). To meet the minimum qualification requirements for this position, you must address the three MTQs and the five ECQs. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs must not exceed ten pages (2 pages per each ECQ narrative). The ECQs are: ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. You must submit a separate narrative statement that addresses each of the MANDATORY TECHNICAL QUALIFICATIONS (MTQs) related specifically to this position. Your narrative statements should include specific examples of experience, education, and accomplishments, applicable to the position. Your narrative statements must not exceed two pages for each MTQ. Demonstrated experience working with senior officials in the U.S. Government, Combatant commands, foreign governments, international organizations, industry, and academia related to international treaties and/or building partnerships. 2. Demonstrated ability to effectively lead, manage and direct a comparably large-sized organization of professional and technical experts in the successful accomplishment of arms control treaty monitoring and on-site Inspections management functions. Must have experience in organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with a wide variety of Federal and private organizations, nationally and internationally. 3. Extensive experience in program formulation, defense, and execution, including all phases of the Planning, Programming, Budgeting, and Execution cycle or equivalent large scale budgeting system.
