The Program Executive Officer (PEO) is responsible for providing information technology (IT) related acquisition program management, investment management, enterprise capabilities rationalization, enterprise data solutions and logistics and cataloguing data services to include management and oversight of Major Automated Information Systems and other designated business systems for the Defense Logistics Agency (DLA), the Department of Defense and Whole of Government.

Duties

Provides subject matter expertise and managerial guidance on development of IT program policies, procedures and practices for DoD and DLA business systems. Ensures that DLA is responsible, accountable and in compliance with directives and guidance. Responsible for providing program management oversight and direction to more than 40 Defense Business Systems for the Department, which provide financial management capabilities. Ensures compliance with acquisition processes, and defines and executes the Agency's systems modernization strategy. Effectively communicates and enforces the vision for business transformation with a variety of partners and stakeholders both within and outside of DLA. Provides expert analysis and decision support to the Component Acquisition Executive in executing all responsibilities for acquisitions of DoD enterprise-wide business system. Serves as the Milestone Decision Authority (MDA) on Acquisition Category III programs and ensures all milestone metrics are prepared, presented, and approved prior to moving to the next phase.

Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications). TECHNICAL QUALIFICATIONS (TQs): 1. Demonstrated ability to exercise broad judgment, discretion and individual initiative in managing programs, in defining program needs, and in developing IT strategies, systems, and capabilities to meet the needs of a large, world-wide organization. 2. Demonstrated ability to use experience, skills and in-depth insight to effectively represent senior leadership in high-level meetings with key officials internally and industry leaders in national and international conferences on matters of interest to the Department. 3. Experience establishing business plans for executing assigned projects, managing resources and personnel, and coordinating contract and consulting help to bring projects to a successful conclusion within budget and on time. This is a Critical Acquisition Position and requires an acquisition certification in the functional area of Program Management - Advanced. This is a Key Leadership Position (KLP) and selectees must have Program Management certification and meet all other KLP requirements prior to entering the position in accordance with Department of Defense Instruction (DoDI) 5000.66, Change 3. Any deviation from KLP requirements can only be waived by the Service or Component Acquisition Executive. This position requires a 3-year tenure agreement. The selectee must sign a DD Form 2889 (Critical Acquisition Position (CAP)/Key Leadership Position (KLP) Service Agreement and execute, as a condition of employment, a written tenure agreement.
